Job Profile

The Firefighter is diversely skilled and a key component of an integrated fire and emergency medical response system.

Under the supervision as determined by the department’s hierarchal structure, the Firefighter is primarily responsible for protecting the public from the dangers of fire (structural and wildland) by controlling and putting out fires. They are also responsible for responding to other emergency situations including responding to medical calls, water rescue, vehicle rescue, technical rescue, and other rescue incidents. Firefighters also respond to non-emergent calls such as assisting with patient lifts, or check well-being.  In all emergency situations, Firefighters are responsible for pre-hospital care of injured persons (emergency paramedical services), maintaining/operating equipment, and completing all essential tasks in each emergency service job. Firefighters are responsible for operating a wide variety of equipment and tools, both manual and power.

As the Firefighter, you will:

  1. Respond to emergent calls and is required to complete the following job duties as assigned or required within each shift.
    • Attend to assigned calls immediately when dispatched.
    • Monitor radio and pager for further information.
    • Proceed to the scene in a safe and controlled manner in accordance with the Highway Traffic Act.
    • Provide paramedical support at emergency scenes.
    • Assume incident command when required as per department guidelines.
  2. Respond to emergent calls and is required to complete the following job duties as assigned or required within each shift.
    • Manage fire rescues by controlling and extinguishing fires, protecting life and property connected to the rescue, and maintaining all necessary equipment.
    • Responsible for medical tasks and delegating tasks to other firefighters in accordance with their scope of practice.
    • Extricate victims from vehicles using extrication equipment.
    • Assist community during natural disasters such as floods and tornados.
    • Provide services involving all surface water rescue operations within the City of Winnipeg.  Provide support on these calls until specialized units arrive on the scene.
    • Respond to calls involving spills, accidents, disasters, criminal activities, and terrorist acts.  Provide support on these calls until specialized units arrive on the scene.
    • Provide rescue services as assigned or required such as specialty rescues including technical or high rescue.
  3. Respond to emergent calls.
    • Required to investigate non-emergent calls such as assisting with patient lifts, or check well-being of patient.
  4. Complete and submit required reports and documentation in accordance with Departmental Standards and PHIA.
    • Responsible for completing EMS reports as required on the scene.
  5. Carry out routine duties including the maintenance of equipment, vehicles, and station.
    • Ensure all apparatus and equipment is in operating condition at the start of each shift and after each use.
    • Complete station duties and maintenance as assigned (i.e. cleaning bathroom, sweeping and mopping floors, washing walls, snow shoveling, lawn mowing, etc.).
    • Greet visitors, answer phones and taking run sheets.
  6. Maintain personal and professional skills and abilities to perform to expected standards.
    • Participate in Department initiated Quality Improvement programs.
    • Participate in regular skill-building sessions and training programs by attending lectures, exercises, practice drill sessions, and other forms of training.
    • Maintain all required job-related licenses and competencies.
    • Maintain a physical fitness level to perform job requirements.
    • Adhering to department protocols, and using available opportunities to update and improve job-related knowledge, abilities, and skills.
  7. Participate in public education, emergency preparedness, and fire and life safety programs.
    • Promote and participate in customer and community service programs endorsed by the department.
    • Attend at public events and deliver public education and awareness programs.
    • Perform community risk assessments and participate in developing response plans.
    • Conduct building and property inspections as assigned.
    • Establish and maintain the confidence of members of the public.
    • To act as an integral part of both an emergency response and community safety team by working with and within the community.
    • To prevent emergencies occurring, minimize their impact when they do and intervene effectively when required, to the benefit of that community and within a safe working environment.
  8. Dependent on level of training and skill incumbents may participate in specialty programs such as:  Hazardous Materials, Technical Rescue, Water and Ice Rescue, Vehicle Rescue, etc.

 

Your education and qualifications include:

  1.   3. IFSAC or Pro Board Accredited NFPA 1001 – Fire Fighting Practices Level I and II Program (photocopy of certificates and transcript of marks).
  4. IFSAC or Pro Board Accredited NFPA 472 – Hazardous Materials Awareness and Operations (photocopy of certificates).
  5. IFSAC or Pro Board Accredited Certificates (preferred) (photocopy of certificates).
    • Incident Command System 100
    • NFPA 1002 – Standard for Apparatus Driver / Operator Professional Qualifications (include Pump Operations, Emergency Vehicle Driving Skills, and Fire Service Hydraulics)
    • NFPA 1006 – Surface Water Rescue Technician
    • NFPA 1035 – Fire and Life Safety Educator Level I

Must possess and maintain a valid Manitoba Class 4 Driver’s License with Airbrake Endorsement (Class 3 would be an asset) (or provincial equivalent), satisfactory to the employer.  Documentation must not have any alcohol related charges / convictions.  Provincial equivalents will be accepted, however, out of province applicants must show proof of having transferred their license to Manitoba prior to their first day of recruit training.  Any infractions, offences or investigations occurring prior or after application submission must be reported to the WFPS.

  8. Meet current Winnipeg Fire Paramedic Service Vision Standards.  Documentation must be current and have been completed within the previous twelve (12) months prior to date of employment.  This document will be required from the successful candidate, at their expense.  Tests must be submitted on the City of Winnipeg form and can be printed off in our application manual or on our website at www.winnipeg.ca/fps/careers/.  This form was updated June 14, 2019 and vision requirements have changed.  We require the most up to date form to be submitted.
    • Far visual acuity not less than 20 / 40 binocular, corrected with contact lenses or glasses unless the candidate requires a license for driving emergency vehicles. The driving standard will take precedence. Class 1-4 (Emergency) visual acuity is not less than 20/30 (6/9) with both eyes open and examined together.
    • Uncorrected far visual acuity not less than 20 / 100 binocular for wearers of hard contacts or glasses; soft contact lenses are suitable.
    • Colour perception sufficient to use imaging devices (testing must be current and have been completed within the previous (6) six months.
    • If applicant’s vision has been corrected by Refractive Surgery within past 24 months, please complete the Photorefractive Keratectomy (PRK) & Laser Assisted In-Situ Keratomeulesis (LASIK) Questionnaire and Follow-Up Report.
    • Color vision – Farnsworth D-15 required if Ishihara fail.
    • Horizontal Visual Field – standard for Class 4 license.  May drive if person’s horizontal visual field of vision not less than 150 degrees in both eyes tested together.
  9. Meet current Winnipeg Fire Paramedic Service Hearing Standards.  Documentation must be current and have been completed within the previous twelve (12) months prior to date of employment.  This document will be required from the successful candidate, at their expense.  No standard City of Winnipeg form required.
    • Normal unaided hearing thresholds no greater than 30 decibels in each ear at 500 Hz, 1000 Hz and 2000 Hz and no significant loss in higher frequency.
    • Test results must include all of the following frequencies:  500, 1K, 2K, 3K, 4K, 6K and 8K Hz.
  10. Meet current Winnipeg Fire Paramedic Record of Immunizations and Antibody Testing Standards.  Documentation must be current and have been completed within the previous twelve (12) months prior to date of employment.  This document will be required from the successful candidate, at their expense.  Tests must be submitted on the City of Winnipeg form and can be printed off in our application manual or on our website at www.winnipeg.ca/fps/careers/.  Important changes as per the Canadian Immunization Guidelines affecting Health Care Workers regardless of year of birth. Paramedics, Firefighter Paramedics, and Firefighters are considered Health Care Workers.  This form was updated November 10, 2021 and immunization requirements have changed.  We require the most up to date form to be submitted.

  11. Meet current Winnipeg Fire Paramedic Record Chest X-Ray Standards.  Documentation must be current and have been completed within the previous five (5) years prior to date of employment.  This document will be required from the successful candidate, at their expense.  No standard City of Winnipeg form required.   The Chest X-Ray Report does not replace Mantoux testing.
  12. Canadian Physical Fitness Evaluation Certificate from the University of Manitoba, satisfactory to the employer.  Documentation must be current and have been completed within the previous six (6) months prior to date of employment.  This document will be required from the successful candidate, at their expense.  Assessments will be scheduled by the Winnipeg Fire Paramedic Service with the University of Manitoba Physical Education Department.  Applicants will only be scheduled for this assessment if they are successful through Steps 1 and 2 written assessments of the recruitment process.  This assessment is a pass or fail and applicants will only be given one attempt, no exceptions.  For more information please visit http://umanitoba.ca/faculties/kinrec/recreationservices/occupation_fire.html.
  13. The successful candidate will be required to undergo and pass a medical examination administered by the City of Winnipeg Occupational Health Branch.
  14. The successful candidate will be required during the departmental orientation, achieving a passing standard of 80% for each WFPS written examination and a pass mark for each practical examination, as outlined in the Recruit Orientation Manual which will be provided prior to the start of the orientation.
  15. Willingness and ability to work extended or varied hours.
  16. Willingness and ability to successfully complete additional training and/or certificates relevant to this position’s duties within specified timeframes, if requested by WFPS management.
